I'm an instructor and I want to use the Front Page to orient students to my class, including a brief video they should watch first and then tabs linking them to the Syllabus and Modules. I know how to embed a video and course links, but I've seen some Canvas front pages set up with tabs linking to important pages in the class (see attached screen shot) and I don't know how to do that.

The screenshot you shared is most likely from the Cidi Labs DesignPLUS product. I know that DesignPLUS has page templates/designs that look exactly like that, so if you do not have DesignPLUS at your school, you'll have to use other methods. (Your Canvas administrator would be able to tell you whether or not DesignPLUS has been purchased from Cidi Labs.)

If you are talking about how the links show up horizontally, with those parallelogram shaped buttons, that's probably achieved by editing the HTML in the Page's Rich Content Editor (alternatively, some extensions may also provide some easier customization, as well as Canvas' own upcoming Block Editor).
Note that what HTML you can use within Canvas is limited by the HTML allowlist.
