How do I enable additional submissions for a single student?

I have a circumstance where a student has a justified reason for resubmitting an assignment that is limited to a single submission. It seems like I can edit the assignment to allow more than one submission, but that would affect everybody (even if they don't know it). Is there a way to enable an additional submission for a specific student?

Unfortunately, it can't be done. There have been many complaints about this, but no action.
