Are you running a self-hosted open-source Canvas instance, or are you asking about the Instructure-hosted Canvas cloud instances? I don't believe you can make any changes to Canvas cloud instances. Open-source Canvas I believe has some config options for mail, but before I go digging to try to find documentation, it would be handy to know which thing you're asking about.
Instructure-hosted test/beta instances will generally not send email notifications out as far as I know, since they are used for testing and could generate a lot of erroneous messages to real users.
