Is it possible to export the list of active/inactive participants (or both) in a .csv or Excel file from Canvas?

I'd honestly recommend that you ask your Instructure Customer Success Manager, Account Manager, or Renewals manager how they calculate the numbers they use to charge you. Theer are a lot of different ways to get lists of users/enrollments/activity from Canvas, but using the wrong method could really throw you off. There generally is not a difference between a student and a teacher in terms of a user account itself in Canvas, do you'd probably need to look at enrollments and activity if you truly need to count only students. Again, this would be something to verify with your Instructure contacts as every contract could be different. I know ours if just based on our FTE enrollment number, but perhaps you only have a subset of students using Canvas where a different method makes sense...

Do you mean participants in a single course?
Clicking on New Analytics in course Navigation and then on the student tab.
You can download this as a csv by clicking the download button. You can then filter the csv by last participation date.
Not by course. I want to list all active users (Students) in order to keep it below the limit and avoid paying extra fees in the next license renewal.

If you are an admin you can go to Settings, Click the reports tab, and choose User Course Access Log
Not sure if the following will provide the answer you want. There is a chrome extension that was originally started for Admins and it has expanded to regular users as well. I just found it today and there are a lot of nice features in it. One of those is downloading the people roster view in csv format which of course has the last activity time. The extension also allows you to show inactive users.

This may help you and it may not. The part I think you are looking for is in the options for the extension, go to people/users and make sure to enable export to csv button - you will need to save the options which is at the bottom of the page.
