After an outage on September 1, the Instructure Community is now fully available, including guides, release notes, forums, and groups. If some styling still looks unusual, clear your cache and cookies.

I have two items that I was importing that are now frozen and stuck running and will not finish the import. I have several quizzes in the queue waiting to import. I searched to submit a ticket to support but do not have that option, and could not locate an e-mail or phone number.

I would wait to see if the import finishes. It's rare, but it has happened that imports take a while to process.
If not, you will need to contact your Canvas Admin about how to get help. Instructure does not have an open ticket services or phone help line. But your Canvas Admin should have a way to contact Instructure for help with the issue.
