New Quiz "Failed to create quiz entry" error

I have imported some New Quizzes from a live course into a sandbox to add some quiz questions to the quizzes. However, every time I try to add a quiz question to the sandbox quizzes I get the error: New Quiz "Failed to create quiz entry" 
What do I need to do to be able to edit these quizzes? The questions are not coming from a bank.

Thank you for contacting the Instructure Community. To clarify - you manually created these questions in New Quizzes directly and copied the quiz itself over - are you using the find question feature or simply going to edit in the New Quiz and getting the error? If the original was part of an item bank - you need to bring the item bank over as well via the import process. However, this is a pretty rare error and if none of the above work for you, I would contact Canvas Support directly to pinpoint the source of the issue and provide a resolution:

The new quiz was manually created in a blueprint. The sandbox was a copied course of the blueprint. I never used question banks. The same error happened to a colleague on a manually created quiz in a blueprint (no question bank was used). Find question feature was never used.
