I don’t know why it does this, but I figured out how to get where I wanted to go. Each time we login as either student or observer, we have to click into a course first that has to do items, and then when we go back to the dashboard, all of our to do items will show up there. The same thing happens with the calendar. when we first login there are no items listed in the calendar until after we open the course and then go back to the calendar. It looks like there is some stateful session that is used when we login. It is not updated to show items in our to do list or calendar until we actually go into a course and back out again.
