Open a link in a new tab/window?

I am adding an image to a page. I have added a hyperlink to the image. I would like the hyperlink to open a new tab/window. The HTML keeps rewriting/removing HTML adjustments like target="_blank". It appears that I may need the appropriate value to replace File in data-api-returntype="File". Can you advise the correct changes to make to an anchor to cause it to open in a new tab/window?

I tried that and I only get an "Insert Link" window with no options for opening in new tab.
