Are parents who are enrolled as observers able to view discussion posts & replies by students other than the student they are paired with? After reading this, How Do I View Discussions as an Observer?, I'm led to believe they can see other student's posts.

By default, I believe you are correct. this is based on the Canvas Course Role Permissions documentation and the other Discussions guides made for Observers.
However, schools can adjust the Course Role Permission (Discussions - view) to disable the viewing of Discussions for Observers. Adjusting the permissions would be a great conversation to have with your Canvas Administrator.
