Personal Profile Settings: Edit Profile Picture based on Role

Can there be a way for Admin to select who is able to edit their profile picture based on their role?

I see the ability to "Enable name pronunciation" per role, but not edit profile pictures per role. I would like to be able to allow teachers and observers to change their profile pictures, but not students
