Possibility of email notification for new assignments?

Hello,

I want to send an email notification for new assignments to the students registered in my course, however I only seem to get those notifications for myself as a teacher / administrator.

What could I do to effectively carry out the notification?

There is an option called "Notify users that this content has changed" (located at the end of the Assignment edit page) that you can select. 

However, students can choose to turn off any email notifications from Canvas or change their frequency (E.g. receiving a weekly summary rather than immediately). I did both and nothing has changed. In order to test, I've used a second email address of mine registered as student. That address hasn't received any mail when it comes to material shared through the assignment tab.

How come I can notify everything but assignments to my students by simple mail, for an LMS as seemingly complete as this one?
