When designing a course, I would like to prevent students from accessing certain assignments until prerequisite tasks are completed. Specifically, I would like the "Peer Evaluation" assignment to remain locked until the "Final Project" has been submitted. Although I emphasize that the final project must be submitted before completing the peer evaluation, students often submit the evaluation early. I prefer not to use a module requirement, since the final project is available throughout the semester and not part of a sequential module structure.

I don't believe that is possible without module requirements (you can hide the link(s) to the "Peer Evaluation" assignment and only share it in the quiz comments, but if that link gets shared, it's still going to be accessible).
But your reason for not using module requirements can be sidestepped:
This module can either be in the top of the modules page, or at the end, it is not linked to the other modules.

As @Gabriel33 said, I do not believe it is possible to do this in a configured or automated fashion without using module requirements or prerequistes.
All of the ways floating in my head would require manual steps for you, the students, and proper communication that would need to be followed.
