Publish buttons missing in module

I had a faculty member call me because the publish buttons for items in their modules were missing (see attached image).  They were using Firefox (the preferred browser of our IT department). The + button at the top of the module also wasn't working.

Exiting Firefox and rebooting didn't help. I could see the buttons when I logged in to his course and we could see the buttons in Chrome and Edge.

Has anyone run into this before? Any suggestions?

@JennyMichaels Just curious does this happen within an incognito/private browsing window? If it doesn't happen within a private browsing window, it could be some Firefox extension that's causing the issue.
