I have a new faculty member who created a course and began creating Question Banks in it using the Classic Quizzes engine. He had hoped to build question banks in this "Quiz Banks" course during the term and be able to use Find Questions to populate weekly knowledge check quizzes in his SIS-connected courses. But the question banks from this course do not show up in the other courses. They only show up if he creates a quiz in the "Quiz Bank" course.
What could the source of this issue be, and how can I fix it for him?
One thing I noticed is that his "Quiz Banks" course was not in the same subaccount as the SIS-connected courses. I changed that for him as an admin. But the question banks are still not available in other courses.

I can resolve the problem by having him Bookmark question banks, but I would still like to understand why he can't see them without taking that step.
This Instructor Guide says "You can add questions from all of the question banks that you have built in other courses where you are the Instructor". I have confirmed the faulty member is an instructor in all the courses, including the "Quiz Bank" course.

Based on my quick experience, in general, the question bank functionality and its ability to be cross-course (without favoriting) seems to be working.

Thanks, @dbrace. I don't have additional information to share. This just did not work as expected. But as I posted, if the faculty member bookmarks the question banks, then they show up for him in his other courses.
Interesting, @cheryl_colan. Then my recommendation would be to reach out directly to Canvas Support to have them look into what is going on.
