Unable to assign "submit" for graded discussion in requirements

According to the instructor guide, I should be able to assign the "Submit" requirement to graded discussions, while I can assign the "Contribute" requirement to ungraded ones.

However, in setting up my courses this year, the only requirement options for my graded discussions were to "View" or "Contribute." I have attached a screenshot from one of these instances (we have multiple discussions throughout the course and in all of our courses).

I have verified that the discussion is a graded discussion (a screenshot is also attached here), so according to the instructor guide, to contribute should not be an option when setting the requirements.

Our discussions are rolled over from a previous semester; there is nothing I can find in the instructor guides regarding an issue with that. I have updated the due dates and the course is brand new for this term, 

We need the students to at least submit their responses to move forward in the course; we don't want them just to "view" the item, although in the short term I will be doing so, as we have only discovered this as students are unable to move on in the course. 

Has anyone else discovered this or a workaround (or perhaps why there is this issue in the first place)?

I believe this is a known issue at the moment  - report to Canvas and get added to the watchlist for when it is fixed.
