If the "Email the user about this account creation" was unchecked they don't get the verification/confirmation email.

A new verification/confirmation email can be sent by:
- Having the user go to their Settings page.
- On the far right look at the Ways to Contact section.
- If the email address has the ! icon it means it has yet to be verified.
- If the user clicks on the email address they will get a Confirm email popup.
- From here they can request the Confirmation email be resent. - Examples are below.
If you have the ability to ACT AS the user you can act as them and do this for them so you don't have to wait. The Act As is an account permission so you may or may not have that ability.
You should be able to enroll the user using their username and SIS ID. You just need to select the appropriate radio dial for what information you will be using to enroll them.
