There was a great repository of Canvas rubrics at https://canvas.instructure.com/courses/784436 - but now I'm getting an "access denied" message. I loved to send faculty here to find excellent pre-made Canvas rubrics. Does anyone know what happened to it and if there is a new location or replacement tool?

The course you referenced was created by members of the Community Team several years ago. I added Rubrics to the Course Navigation, and I hope that helps!

I'm not really sure what to tell you about that course, Emily. I also have a FFT account, but I've never had access to that course (I've only had access to courses I've created myself.) Maybe the people or person who had access to this course deleted it due to outdated material? It's hard to say. I'm not sure if Instructure maintained this course or if someone else maintained this course. Again, hard to say. Sorry I don't have any additional information for you.

just building on @Chris_Hofer 's reply, the link goes to the Canvas 'Free for Teachers' site, which suggests that the resource was created privately outside of Instructure and (if you had sight of it) was initially public.
The 'access denied' message suggests that the resource has been changed from an open resource to an enrolment based resource - to get access you would need to be able to track down the owner and be added as a user. I don't think that is going to be possible unless someone in Canvas admin at Instructure is prepared to 'sneak a peek'.
I don't think that it has been deleted, as I would expect to see a 'Page not found' message.
