Recently we have run a process to suspend the users who are not active anymore through the api, after that some users needs to be reactivated but the support area cant see the option(reactivate) in the users profile who have a SIS ID. which permissions needs the role account to unlock the options? only the admin can see the option.
Users with no SIS ID, have the reactivate option visible to everyone.

The permission I believe you are looking for is Users - allow administrative actions in courses. This can be found under Account Roles permissions.

I don't seem to see anything in the Account Role Permissions document about this specific scenario. Since things seem to be working correctly for users without an sis_id, I'd guess one of the SIS-related permissions would need to be enabled. I don't know which exact one, but there aren't very many to try, so you might be able to experiment with them in your test/beta environment to see if you can get things working there then make the needed changes in your production environment.
