I am trying to Insert a video that is 12 minutes long and I am having struggles to turn it in into my Discussion Board. Is there a Maximum time length?

I was able to upload the video, I had to upload it to my account file and put it over to conversation attachment and was able to access the video on the discussion board to upload it with the Provided information that was given to me!

Since you posted your question in the Canvas Studio group, I am assuming that you are wanting to use Studio for your video? If not, are you trying to upload your video using the RCE (Rich Content Editor) within Canvas? I don't think there are any real limitations if you are using Studio. And, according to this Guide (see the light blue area at the top), if your video is longer than 15 minutes, you might want to consider using other sources to host your video...such as if you have a YouTube account: How do I record media using the Rich Content Edito... - Instructure Community - 618235.

I did a Screen recording off of my Mac Book laptop that was provided from my school and did a screen recording. Will that effect anything or will I still be able to put it into the discussion board for my speech class.

I would assume you'd be able to put a screen recording into your Discussion topic for your course, but since almost none of us here in the Community have access to your school's Canvas environment or your course(s), it's hard to say for sure. If you are just using the RCE (Rich Content Editor) for your video, there are these Guides you can follow:
If your school has purchased Canvas Studio (you would see a "Studio" button on the far left-hand global navigation menu of Canvas), then take a look at this option, too:

Thanks for the extra detail. If you are experiencing an error like that, I would recommend reaching out to Canvas Support ... as they would be better able to take a look at your Canvas account to see what might be going on. To contact Support, click on the "Help" icon on the far left-hand global navigation menu in Canvas, and then "Report a Problem". It helps to be on the page where you are experiencing the issue before clicking on this "Report a Problem" link...because it will send some additional metadata with your ticket. Someone from Canvas Support should get back to you soon.
