We have Enhanced Rubrics turned on for our instance. I have rubrics created at the subaccount level. I am not able to pull those rubrics into a course in that subaccount.
For Example- I have the Subaccount "Academic Support", I have created 2 rubrics at this level. A test course within Academic Support has no ability to access those rubrics.
I have checked permissions; Teachers have all rites with Rubrics- add/edit/delete.
I am a super admin and am not able to do it either.
Is this not possible with enhanced rubrics or am I missing something?

@sdierk I am able to use Account level rubrics in a course. The workflow depends on if you are using Enhanced Rubrics or the "old" Rubrics feature in Canvas.
For Enhanced Rubrics, I am able to click on the "Find Rubric" button at the bottom of the assignment and the from the dropdown on the Find Rubric pop-up, I choose the location of the rubrics I am looking for. Either the sub-account or another course I have access to. Review: Find a Rubric in the How do I add a rubric to an assignment in Rubric Enhancements?

@AliciaSwackhame I am not sure exactly what process you are attempting to add the rubric to the course, but I am able to grab the sub-account rubrics from a course in the sub-account when I am adding it to an Assignment. I can't pull it into the Rubrics page directly, but once I attach it to the assignment it is in the Rubrics page of the course.
This is an old thread, and there may be another one that answers this question but I have not seen it. I am running into the same issue, based on the description that @AliciaSwackhame gave.
We have the ability to create rubrics at the account level , which are not associated with any courses. Similar to the way we are allowed to create Outcomes at the account level.
Unlike Outcomes, which can be accessed from the courses in the account and subaccounts, the rubrics are not accessible from courses in the account, at least not that I have found. I have tried creating a new rubric, which only allows importing a file, I have tried searching for one but (as I expected) that only searches the existing rubrics in the course, I tried building a new rubric associated with an assessment but was only able to access the account-level outcomes and NOT the rubric that was already created at the account level.
According to the Guides, we have the ability to do this, but none of the Guides seem to be demonstrating accessing a rubric that has been created at the account level, outside of a course, despite the fact that we clearly have the ability to make rubrics in that location.
I know I have to be missing a very simple key element, but have yet to find it.
