Classic Rubrics to Enhanced Rubric migration can cause formatting errors

While a majority of Classic Rubrics are converted into Redesigned Rubrics without issue, certain formatting choices from Classic Rubrics can encounter errors once converted. This appears to be caused by characters such as apostrophes.
