Enhanced Rubric Duplication Issues

When duplicating an Enhanced Rubric, we are experiencing the following:

1. When you duplicate a rubric which uses a range, the range does not stick and the duplicated rubric only has single number scores.
2. When you duplicate a rubric that is in Draft, the duplicated rubric is not in Draft. 

Are these bugs or functioning as intended?

This to me would be a bug, a duplicate function should duplicate all settings of an item.  I see the same thing on my end.  Using the Copy To function is inconsistent as well (or not well documented as to how it works).  

• Duplicate Range (bug?): I created a rubric with multiple criteria, three of which had ranges, after the duplicate option is used, the new rubric has the range checkbox disabled. 
• Copy to Range (good!):  If I use the Copy To function to copy a range rubric to another course, the checkbox is preserved.
• Duplicate Draft (bug?): I created a rubric in draft mode and duplicated it.  The duplicate is published and no longer in draft mode.  
• Copy to Draft (bug?): If I use the Copy To function to copy a draft rubric to another course, it doesn't seem to copy.  

It feel like either the functionality needs to be tested or someone needs to do some user testing.
