Import Rubrics Stuck

So I am importing multiple rubrics and following the template to the letter. but somehow some rubrics cannot be imported with no feedback as to what is wrong with it. It just stays frozen see the picture attached.

Other rubrics are imported successfully except for one. what would be wrong with it?
