Description

When the New Quizzes feature option is unlocked + disabled, while the New Quizzes Importing feature option is still enabled, users are forced to try to import QTI files as New Quizzes in course content migrations.

The option for "Import assessment content as New Quizzes" is grayed out and stuck in an enabled state ... even though NQ may effectively be disabled for some accounts/sub accounts and can't be used.

Expected Behavior

When the New Quizzes feature option is disabled but unlocked, we should not try to import QTI files as New Quizzes every time. The unlocked setting means that some sub-accounts could have it enabled and be using it, but with the default of disabled, we shouldn't be assuming all QTI imports should be NQ with the New Quizzes Importing feature.

Workaround

Disable the New Quizzes Importing Feature Option as well OR disable and lock the new quizzes feature option.

Note that if courses have been using New Quizzes (NQ) and are currently in a sub-account where NQ was enabled (since it's unlocked at the root account) you should not disable NQ. This effectively makes those quizzes unusable. Likewise, for sub-accounts using NQ, we wouldn't want to disable the option to import QTI files as NQ. A better option in this case may be to just fully enable NQ for the full account. Classic AND NQ quizzes can still be used, and importing gives them the option to import as either classic OR NQ.

Steps to Reproduce

  1. Disable the New Quizzes feature option at the account level and unlock it
  2. Go into any course in the account
  3. Go to the course content migrations page
  4. Select the QTI import type
  5. See the that "Import assessment content as New Quizzes" is stuck in an enabled state
