I am a teacher who has moved between counties within the same state. Unfortunately, the New Quizzes are specifically connected to what they call an "external tool" that is housed within the county's Canvas. (You can see the extension when you look under "external tool.") The problem is that all of New Quizzes are housed in Canvas and should read between counties, but they do not. I still have 6 New Quizzes that will not work in my new county because it thinks it is county-specific, though it is all housed in Canvas itself. I have called customer support, and they told me they cannot currently resolve it--that the original course would have to be reinstated in my previous county by previous administrators, which is impossible because I am no longer in the system. Additionally, as it has been more than 180 days, they cannot reinstate the course anyway as it is not saved. I think all assignments created in Canvas by a teacher should be flexible to be moved between Canvas courses and in and out of the county, and this seems like an oversight and a frustration that could be controlled if the "external tool" (which is still Canvas) could be adjusted to "talk" within counties. Otherwise, it makes New Quizzes less valuable because you spend so much time creating a test that cannot be duplicated. In fact, I cannot even access the questions I created to recreate the test; they will not open at all.

Thank you for posting your question. Maybe I missed something in your question, but could you please provide a bit more information for us? For example, you said that you have moved between two counties within the same state. Does that mean that you have been using two different Canvas systems (one at each school)? Or, does your school system have multiple campuses located in different counties within the same state that all use the same Canvas environment? The question would be...what does your Canvas URL look like from one school system (assuming county?) to the next?

...where SchoolName1 and SchoolName2 are the names of the schools that you log into in order to access Canvas.
If you are using two separate Canvas environments, New Quizzes might be available in one Canvas environment but not the other. That is a decision left up to the school's Canvas administrator(s) or folks from their Online Learning / eLearning / Distance Learning team. Some schools are waiting to turn on New Quizzes while other schools have been using New Quizzes for quite a while. It all depends on the school.

Yes, I have had two separate Canvas environments (one previous that I no longer have access to and one current), following the instructure pattern you established.
Both schools have New Quizzes availability, and they are turned on.
However, quizzes made in the previous county will not open in the current county. When I create a course, use my export, and try to open the assignment, it gives me the error "Couldn't find valid settings for this link." I hypothesize that this is because the extension in the "external tool" that New Quizzes uses contains the previous county name (mimicking the instructure patterns you listed). It will say something like https://county1.quiz-lti-iad-prod.instructure.com/lti/launch
My problem is that the New Quizzes do not "talk" between counties. So, assignments I had made previously aren't accessible, even though they have both been created solely in Canvas, simply because they are connected to different counties. I have major assignments I have created through a tool I thought was accessible that is not, and I'd love a solution. I can't even see the questions that I created to copy and paste to a new assignment because it won't open at all.
We recently release functionality to export New Quizzes content as a QTI file for individual quiz exports, which went into production environments on September 16.
In this type of situation, an instructor would be able to export a NQ from the first Canvas environment and then import it into the second Canvas environment.
Unfortunately, it looks like the timing of your move may have been before the functionality was in production.

Can you please provide instructions on moving New Quizzes between Canvas environments? I tried exporting a QTI zip file from one Canvas environment (containing all New Quizzes in a course) and then importing to a different Canvas environment. The quizzes were created with no questions in them and the item banks did not come through. Similarly, I tried exporting a full Canvas Course Export of all content in the course from one Canvas environment and then importing to a new Canvas environment. Once again, no New Quiz questions or item banks came through.

This is a multistep process. Cumbersome, but quick. I just did this for a course.
First go into Classic quizzes and create a quiz using banked questions , if the quiz is already using a bank, create a SEPARATE quiz for each bank ( make sure you name them something identifiable-( ie chapter 1 BANK) (DO NOT BANK THEM AGAIN- SEARCH FOR QUESTIONS and just add them all without accessing a bank). Once this is completed, go into export and export EACH new classic quiz as an individual QTI file (ie. Chapter 1 Bank quiz), download.
Migrate the current quizzes to new format (the questions will be there if not in banks- If that is not working, that is something broke on Canvas end). This step can be done first or last.
Go into the Item Banks of the course - on the menu options. Create a bank (name does not matter as it will be overwritten by the name of the QTI file).Click on the name of the Bank (we use 1 for ease of finding). In the top most right corner of the screen, click on the there dots and chose import content. Find or Drop and drag the downloaded QTI file. Wait for it to complete the import- this may take a moment. share with the course. You will then see the new bank with the bank name as it was created and the bank named 1 is gone. (Share this bank with whomever else you want to have access to it, and make sure to change them to can edit if they will have that ability to change, add, and delete questions).
From here, go into quizzes, create your quiz under "new quizzes" and complete the steps to create the quiz, importing banks as needed. Again, this only is for Banks in quizzes, migrating a classic quiz to new quizzes that is straight questions requires nothing other than migrating and being patient.

Were you able to get this to work for moving New Quizzes / banks between Canvas environments? Every time I tried exporting a QTI zip from one Canvas environment to a different Canvas environment it failed for New Quizzes / new quiz banks.
I move the banks and quizzes from classic to new frequently. I did about 25 yesterday. Then created the quizzes using the bank. Each one must be done separate, you cannot do a mass QTI export of the quizzes, because it will fail. Each individual bank must be created as a separate classic quiz then exported individually, for import into the new banking system.
If you follow the steps I provided for each bank it should work.
If you are doing this in 1 Canvas environment, I recommend turning on the feature option "New Quizzes migration during course import/copy." It works perfectly for migrating Classic Quiz Question Banks to New Quiz Item Banks without all the extra steps.
Can you clarify that your process works between different Canvas environments? For example, a Beta environment to Production environment, or one school to another school. (e.g., purple-unicorn.instructure.com to blue-rhino.instructure.com). I cannot get the New Quiz QTIs to import content to a new Canvas environment, which I believe is due to the fact that New Quizzes is an LTI.
