Sub-Account Item Bank Management

I am attempting to better organize/manage item banks for my institution. 

I have created an admin role "outcomes manager." I have given that role to a user from within the sub-account I want, with the option to manage item banks selected.

I thought that when sharing an item bank (acting as the user) the option to share with the sub-account they are an admin of would be there, but the only option I have is to share it with the entire institution. Not a lot of organization in that. Is this working as intended or did I do something wrong?

It would be really nice if there was a way to organize item banks by sub-account group.
