[Notifications] Custom Submission Comment Notifications

I would like to receive email notifications when my students leave submission comments, but not when my TAs leave submission comments. Sometimes I'll grade an assignment three weeks after it was submitted and see questions from the student, or the student having a meltdown, and I feel bad that I didn't see it sooner. So I know how to turn those on, but I don't want to get an email each time my TA leaves a comment while scoring things.
