It's up to the Canvas administrators at your school/institution to enable New Quizzes when they feel it's ready for use. There have been some lingering issues with New Quizzes for years, but many of them have been resolved recently, so your team may re-evaluate the situation sometime soon. If you're using the Free-for-teacher Canvas, I don't think New Quizzes are enabled there yet, and I haven't seen any timeline when they may be turned on for that instance.
