Will there ever be an option to create an assignment and set a timed "Publish later" date and time.

Not sure.  I don't know if you monitor the monthly Canvas Release Notes, but the latest publication of Canvas Release Notes (2022-10-15) - Instructure Community (canvaslms.com) indicates that "Pages" (not "Assignments") will allow us to schedule a date/time to publish content pages.  So, while I certainly cannot speak for Instructure, maybe this is a sign of things to come for other parts of Canvas?  Purely speculation on my part...for what it's worth.
