That is correct, free-for-teacher Canvas does have some limits compared to a full paid Canvas instance, and New Quizzes is one of those things not available in the free-for-teacher version. This is not really a simple thing. Paid Canvas instances are generally intended for schools/institutions/corporations to purchase and use, not for an individual user. You'd need to contact Instructure's sales team to get pricing information, but I'll just tell you it's likely going to be quite expensive.
