Learning how to add teachers and users, and came across adding the Course Setup Checklist.
How does one enable this Course Setup Checklist?

I am not sure this is exactly what you are looking for, but if you go to your "Account" >> "Settings" screen in Canvas, there is a section called "Feature Options" near the bottom of the screen. You can toggle on/off an option for "Course Set-up Tutorial".
Once you turn it on, you can navigate to things like your "Modules" or "Discussions" screens, and you should see a slide-out menu appear on the right side of your screen with some information about those pages.

I am assuming that you are an instructor, yes? The "Course Set-up Tutorial" toggle switch on your "Account" >> "Settings" page may/may not be available based on whether or not your school's Canvas administrator(s) have chosen to make this option available to you. Per this Guide, How do I use the Canvas course setup tutorial as a... - Instructure Community - 1013, the first bullet point under the "Notes" within the light-blue box at the top of the screen provides more detail on this. From a Canvas administrator perspective, there is a Feature Option at the Canvas account level that is called "New User Tutorial" which correlates to the "Course Set-up Tutorial". If the "New User Tutorial" is enabled, then you'd have access to the "Course Set-up Tutorial" toggle. You'll need to talk with your school's Canvas admin about this (usually someone from their Online Learning / eLearning / Distance Education team).

Thanks for getting back to me so promptly, I am one of the admins at our school, "New User Tutorial" has already been enabled, but still there is no item says "Course Set-up Tutorial", which is super wired.

That is pretty strange! Is the course a blueprint course, by chance? Per the third bullet point in that light blue box, the "Course Set-up Tutorial" does not appear in blueprint courses.

I believe this option has been disabled by root account level admin, I tried JS to modify Themes, it did not work. Anyways, thank you for your help, I may contact my CSM to resolve this issue.

As the How do I use the Canvas course setup tutorial as a... - Instructure Community - 1013 guide mentions, you'll only see that feature option if your school/institution admin has enabled the "New User Tutorial" account feature option. Since you don't see the feature, my guess is that your admin has disabled the "New User Tutorial". Unfortunately, we here in the Instructure Community don't have access to your Canvas account/course/instance, so we can't verify this or adjust it for you. I'd recommend contacting your school/institution Canvas team (usually in the eLearning / IT / Digital Education areas) to inquire about having the "New user Tutorial" enabled, though they may have valid reasons for disabling it and may not be willing to make a change.
