Can I share an older course with a current student so they have access to past lectures from a past term they were not registered in? I was told I can but I can not seem to find how.

This would be something that you'd want to check with your school's Online Learning / eLearning / Distance Education team about to see what options you have available. They may be able to extend access just for that student...or they may want to just create a separate course shell just for that student to access the content. Hopefully they'll be able to work with you to come up with a good solution. Good luck!

No, you're not able to show users content from a course that has been concluded.
If you would like to reactivate the course to add those users, you should reach out to your canvas administrator. If using the free for teacher version of canvas, reach out to them for assistance in un-concluding your course.
