I've had a free Canvas account for over a decade. Never any issue attaching documents to discussion threads.
Suddenly I can't attach any files to student discussion thread replies.
they can attach files no problem

If you have more than 50MB of files stored in "My User Files", I don't think you can upload any more.
How about using links to files uploaded to Google Drive or OneDrive?
Could you check the following URL.
