Observer Report at the district level

Is there a report I can run at the district level that shows observers and what students they are observing?  I want to be able to look at a student and see who all is observing that student.

Have you tried using the User Observer report under the Provisioning report options? Canvas Default Account Reports 

You may need to combine it with the User report under the Provisioning report to get the names for the IDs in the User Observer provisioning report.
