I am an Instructor trying to limit students seeing the names of other students in my particular course. The course I'm creating requires a high-level of privacy, and I would like to ensure that students cannot see who else is in the class.

You have already covered most of the major ones I can think of. You may want to either disable announcements or at minimum disable student's ability to reply to announcements as well. You will also want to avoid doing anything with groups, as that would give students access to a group course shell with a people page enabled. 3rd party app integrations into Canvas could also be problematic, but there are hundreds of apps and we wouldn't know which ones are available to you. As a final suggestion, make sure you do not do anything with peer reviews, as that could expose info.

I'm not sure if this would benefit your institution, but there is programming available that could be used in a separate Canvas environment that would provide restrictions to certain tools. We've used it to create an environment for the Department of Corrections online courses we offer as they have similar restrictions as you mention above. There is a cost for the programming and the consultant's time, but if interested, please feel free to reach out to me. This would be for a completely separate Canvas environment so I'm not sure it fits your needs or your institutions.
