I understand that I can re-upload assignment submissions as a bulk upload in my course. Can I re-upload just one individual student's assignment (not in bulk)?

Just to be clear, you're talking about uploading something like a word document that you've downloaded and made comments on as a teacher, correct? If so, you could just upload that as a attachment comment in SpeedGrader. If you're talking about doing an initial submission of work on behalf of a student, that's not something you can do in Canvas right now, but the feature is set to be released in a few weeks.

You can also bulk re-upload via zip file if you downloaded submissions from Assignment page.
The filename (within the zip) is very important. This is quick way to upload a whole class set that have been reviewed/edited externally to Canvas.
The Canvas roadmap also indicates that teachers will soon be able to submit on behalf of students (https://community.canvaslms.com/t5/Canvas-Product-Roadmap/ct-p/canvas-product-roadmap)
