Is there a way to create different versions of a test using the same item banks so that students sitting next to one another cannot cheat? I do not have time to create 2 tests and then assign to individual students.

Do note that these will pick questions randomly from a set, but there's no way to guarantee that two students one next to the other will not have the same questions, by chance.

Both quiz types also allow for formula questions, which is a simpler way to create multiple similar questions, but specific for numerical questions. and Formula quiz question in Classic Quiz - Instructure Community - 920 and  How do I create a Formula question in New Quizzes? - Instructure Community - 956

Definitely, both in Classic Quizzes and New Quizzes.

The nomenclature and the procedure is slightly different, but basically both allow you to include multiple sets of a random sample of "n" questions from either a question bank (Classic) or an item bank (New).

Just repeat the instructions above as desired for each question/item bank that you have.
