I am trying to prompt the students to engage more with the content and be able to examine their own learning. One idea is to spread a series of tasks, activities, and ungraded assignments, and only after completing those does the student have access to the graded assignments. How can I implement this in Canvas?

Within a module, you can set requirements, specifying individual module items that a student must go through, including requiring them to do in order, so you can require them to view a page, or get at least an 8/10 on a quiz before continuing to the next item.
