We are trying to determine what triggers a graded submission timestamp. For example, when a faculty member goes in and enters comments on an assignment but doesn't enter a grade and hits the submit button does that trigger the system to say an assignment has been graded. Or is the timestamp only when a grade has been entered?

It should only happen when they enter a grade. Speedgrader sees comments as a separate entity and should not trigger the assignment to mark the item as graded on its own. It has a separate time stamp that is displayed next to the comment in Speedgrader.
