add course link tray acting weird

Recently we've had a weird behavior start up when trying to add a course link into an RCE text box. When an instructor clicks on the link icon and then chooses "Course link", the tray that pops up on the right pops out and immediately back in. The second time you repeat choosing course link, it stays out. I've basically just started automatically doing it twice, but I learned from other staff today that it is also happening to them, so I'm wondering if this is an us thing or if others are experiencing it? And what in the world is creating this bizarre but totally consistent behavior in the system?
