I know I have seen the feature option to moderate an assignment, but I can't find it in Feature Options. Did it disappear or does something else need to be turned on at the account level?

I'm not quite sure if you're looking for the moderate option for quizzes or for assignments. I think there is potential for confusion as Canvas uses the term "moderate" to mean two slightly different things depending on which tool you're using. Moderating a quiz means giving certain students extra time or attempts, as described in the link that @Chris_Hofer posted. Moderating an assignment means allowing several course teachers to grade the same submission and then choosing which of those grades to post to the student, as described here: How do I add a moderated assignment to be graded by multiple reviewers?
You asked if this is a feature option. It is, and if you don't see the option when creating an assignment then you might need to ask your local Canvas admin to turn it on at account level.
I found it on the the edit the assignment page. It's on the right-hand side.
If I could offer one slight correction... the "Moderate This Quiz" link is only for "Quizzes" ... not for "Assignments". The Guide for moderating quizzes is here: Once I publish a quiz, how do I use the Moderate Quiz page? I hope this helps.

I want to be able to change a due date or number of attempts for student for an Assignment.
Am I correct that it is impossible to Moderate in that sense for Assignments?
It's nonsensical to me that we could let a student take a quiz later or again, but not submit another file or open the assignment a little later. It's a matter of being able to accommodate students with special circumstances - now they have to be added individually in the main screen for the assignment.
I am having the exact same issue. The "Moderate This Quiz" button exists in the right-hand corner as shown by @Chris_Hofer BUT, it disappears for a normal assignment, such as this one. It was available last term (I used it often).
I agree, completely. I find I get more requests for this kind of moderation such as extra attempts on assignments than quizzes, for example I am dealing with one today, where the student has accidentally uploaded the wrong file, which took them to the attempt limit. To accommodate this I will have to give the whole class an extra attempt at the assignment.

Please post to the Canvas Idea to see if we can get it added. There hasn't been much traffic on it, so I don't know what will happen. It displays as "open". I also requested to not use "moderate" on Assignments to mean something different than it means for Quizzes.

@Lsheehy7 your post in ideas does not seem to allow comments at the moment.
@MichaelBould I was able to click on the Comment button a moment ago to enter a comment, but I had to log into the community first. I've heard rumors they are "redesigning" Ideas, but I don't know anything else about it right now.
This is no "Moderate" function for Assignments, only Quizzes.
Therefore, if you want to give an individual student an opportunity to resubmit an Assignment, you need to change the number of submissions for the entire class. If the Assignment due date has passed, you'll also need to reopen the Assignment for that one student with the +ADD function. (At least this prevents other students from resubmitting the Assignment after the availability date.)
Personally, I really wish that Canvas would let us give individual students an extra chance to resubmit Assignments (just as we can for Quizzes) without changing the number of submissions for the entire class.
First year using Canvas and I like it less every day.

I was just trying to figure this out today with no luck. This definitely a needed feature. And I agree that the terminology for "Moderate" should be consistent.
