In the new rubrics on assignments, once a rubric is set on an assignment, there is no longer a way to get back to "find rubric" to choose a different one without deleting the one you selected first.
This wouldn't be a problem, except if this is the only assignment with this rubric, clicking delete will completely delete the rubric from the course, not just remove it from the assignment.
So, to save yourself from deleting an entire rubric just because you selected the wrong one, you have to go into the Rubrics page first and make a copy of that rubric.
But, there's not really a way to tell if the rubric you're looking at on the assignment is used in other places. So it's just really hard to tell faculty what to do. They have to go investigate what's going on on the Rubrics page before they can know what the Delete icon will even do.

I tried removing a rubric from all assignments and it stayed in Rubrics. See screenshot. Location is empty since it's not attached to any assignments, but it's still there.
When doing this workflow, give the Enhanced Rubrics page a hard refresh. It's possible the deleted rubric is still showing up for you as a caching issue. This happened to me in my testing. After doing the hard refresh, the rubric was gone (fully deleted).
I am still seeing the deletion behavior. I made a new test rubric in the Rubrics area of the course, then added it to an assignment, then removed it from the assignment. The created rubric was no longer in the Rubrics area of the course. When I go to /undelete, I see the rubric I created in the list of deleted items.
Ah, it could be that happens when a rubric is created on the rubrics page. I'll try that and see. I'm sure you're right.
And of course you're right! It disappears when it's created from the Rubrics page when deleted in all assignments. That's bananas!
It's interesting though, because I also see the same deletion behavior even when I make a new rubric from within an assignment. Sounds like we're seeing different behavior on that front.
I think I'm seeing the same thing. If I create a rubric under Rubrics, everything works fine. If I create a rubric as part of an assignment it shows under Rubrics as if it's the same. But, if I delete the rubric from the assignment or I delete the assignment, it disappears from the Rubrics area.
However, if I test the same flow in our current version of Rubrics, that's what happens now. So...they continued the same functionality, must explain why I always build rubrics under Rubrics first as a best practice...

What you describe is also consistent with how I remember classic Rubrics, but several of us are also seeing enhanced rubrics get deleted even when we make them from within the Rubric area.
