Was this ever resolved? I am having the same issue. No matter how the criteria is ordered in the rubric itself (I even tried creating one from scratch), it is ordered high to low when attached to the assignment.
I asked colleagues why these rubrics default to high -> low, the only explanations I got had something to do with students seeing the best possible performance level first (something about envisioning 100% right out of the gate). It doesn't make sense to me and that's not how I have ever created a rubric. For anyone who teaches math or any subject that might use graphs, moving left to right on a horizontal axis represents an increase in the value on that axis. So, I'd rather not defy all rules of data visualization with this apparent bug. It's a bug because there's an option to make the rubric ordered low-high in the rubric creation/editing feature, and it displays it in the correct order when looking at it in rubrics, but when you try to USE the rubric it reorders it from high ->low. Please update us on this issue.
