Problem:
As of this morning, rubrik grading has the submit button on the right (It has always been on the left). This is a major step backward in design. When grading on just about any size screen the discussion post is on the left and the rubrik is on the right. So any interaction with the right side is best aligned to the left. Left alignment means that scrolling could be minimalized and needed only for specific elements. The submit button is always needed so it should be left.
Since it is on the right, I now have to horizontally scroll the right side of the screen ALL the way to the right (which is now much wider as well) for EACH student. You just increased my grading time because of a design decision. Just try it a few times and any designer would agree that the button should be on the left.
I almost never had to scroll to the right on that side when grading and could do it quickly. . .until now. So frustrated!

Can you post a screenshot of what you're experiencing? I just created a quick assignment to test this with, and the rubric save button in SpeedGrader is left-aligned for me.

I was able to turn this off in the settings for the course by using advanced settings, enhanced rubrics. Then I had a conversation with our online learning administrator and was told that the system administrators have spent "hours and hours" explaining to Instructure that these changes should NOT be automatically turned on when rolled out, that it should be FACULTY who test new functions (not techs or coders). Otherwise it wastes their time helping the faculty solve the same problem over and over individually. In a sense, it gets pushed onto the faculty without either faculty or admins having a say and then the faculty and admins become the real testing ground. And then it's even more difficult to get fixed!

I am glad that you were able to find the setting and turn it off.
The conversation that you had is something that a lot of institutions have and each institution takes a stance on their own (hopefully after having thoughtful conversations with key stakeholders) related to when and how to release new or enhanced functionality. In short, there is no perfect answer.
My institution has a small Canvas team and we wait as long as reasonable possible (which is sometimes good and sometimes bad) for new or enhanced functionality because we do not want to be "beta" testers. This means that I do routinely make sure that new or enhanced functionality is either completely disabled or disabled by default with the ability to be enabled on a case-by-case basis. That stance can be frustrating for some faculty that are more advanced but they understand why and find consistency and stability to be more important.
I also understand Instructure's/Canvas' stance that they need people to use new or enhanced functionality because two main reasons: (1) it helps to find (and fix) problems and (2) having multiple versions of similar functionality (e.g. two versions of rubrics and two versions of quizzes) complicates their code.

I have looked at your screenshots and I have a question. Are you using the "Enhanced Rubrics" feature preview?
If you are, and I am not but I am comparing your screenshots with @chriscas' and the screenshots in How do I use a rubric to grade submissions in SpeedGrader using Enhanced Rubrics? I would recommend going to Enhanced Rubrics (Feature Preview) and submitting your question there.

I have not specifically changed ANYTHING in my course. So I have not asked for any enhanced features. Just since last weeks discussion and this, something has changed.
@don_bryn, please follow the guidance in the How do I manage feature options for a course? support article and share a screenshot of the area around "Emojis in Submission Comments" and "ePub Exporting".

Looking at your picture, I see a drop-down menu for "Traditional" right under the "Rubric" heading. This will not show up unless the new Enhanced Rubric feature has been turned on. If YOU did not change anything in the course settings, then your institution likely turned it on by default for everyone. Especially if you just saw this over the last week as the feature has been out for a few months now. If you change that "Traditional" dropdown to either Horizontal or Vertical, you might find that the side-to-side scrolling is eliminated while still leaving all of the necessary options available for you to manipulate. I have not found a way to change the default option away from Traditional, so this does mean having to change it for each student. While annoying, I also found it much easier to tab my way through the rubric without having to expand the right side out so far.
This does not address the issue of the button being moved, but it does appear the feature has been turned on by someone else for you.

I agree with this as well! This is one item of feedback we've received; the 'Submit Assessment' button is not intuitively located, and it's actually hidden unless you fully expand the rubric grading pane in SpeedGrader. This combined with the 'Submit' button that ISN'T hidden has led to at least one person filling out the rubric, missing the 'Submit Assessment' button, hitting 'Submit', and losing all their entered feedback.
