Change default "import all" option?

The default for importing content changed this semester to "import all" and this totally messed up 9 weeks of my course. Our instructional team spent nearly 50 hours undoing this error during a busy part of the semester and this was totally unnecessary. 

I only need to use the import all maybe once at the beginning of the semester, but more commonly, I am importing specific assignments or pages or modules. The default should not be to import all content. Can we change this to select what to import as the default?
