How as an instructor can I unlock the Class Resource link under Quick for the students to see?

Could be just me and my brain, but could you provide a screenshot? I'm not quite visualizing what you are referring to.

That seems like an institution specific link, but you may want to try the Navigation settings, if you can find this "Class Resource Link" in the hidden, bottom group into the top group:
