When an individual gets enrolled into a course as an observer, is the default position on announcements switched to on?

Generally an observer would see things similarly to a student (but will not have access to submit things, take quizzes, etc). If announcements are visible to students, they'd be visible to observers are well (and vice versa). This answer assumes your Canvas team has not adjusted permissions of observers to lock out certain functionality like this for their own reasons. You could always check with your local Canvas team (usually in the eLearning / IT / Digital Education areas) to confirm the settings in place for your school/institution.
