I am trying to build a comprehensive, semester-long, Quiz that will include many questions contained within two quizzes (administer earlier in the semester) within the same course. How do I copy questions from one existing Quiz to another existing Quiz in order to save the considerable time it would take to rewrite these questions?

How about if I am using New Quizzes? I have nothing in my item banks, although I have created several dozen quiz questions in New quizzes. I have made some questions in one quiz that I want to break out and put into a second, new quiz.
