Moderated Grader That is Removed from Course Causes Error When Releasing Grades

An assignment using moderated grading gets the following error and grades fail to release if a final grade used is from a grader with an inactive/deleted/concluded enrollment.
Error: “All submissions must have a selected grade”

Expected Behavior


  • Either the grades should be released regardless of the grader’s enrollment status

  • The option to select assessments from a deleted grader should be removed



  • Restore the deleted grader’s enrollment

  • Select “Custom” or another graders assessment for the Final Grade


Steps to Reproduce

1. Create and publish a course with at least 2 Teacher/TAs and one student.
2. Create an assignment with moderated grading. Select Teacher 1 as the “Grader that determines final grade.”
3. Have the student submit to the assignment.
4. Acting as Teacher 2, grade the student’s submission
5. Acting as Teacher 1, remove Teacher 2 from the course.
6. Still acting as Teacher 1, access the assignment’s Moderate page and select the deleted teacher assessment for the “Final Grade.”
7. Try to release the grades and notice the error
