Failed regrade passes back zero scores to Canvas

Description

When regrading a question in New Quizzes fails, a 0 grade is passed back to Canvas for students.

Expected Behavior

A failed regrade should not update student scores in Canvas.

Steps to Reproduce

1. Create a quiz that contains a FITB question
2. As a student, take the quiz and score higher than 0
3. View the student's submission from the moderate page
4. Regrade the FITB question, use RegEx match for: B(lank (this will cause the regrade to fail)
5. Note that the student's score has been updated to a 0 in Canvas
